Fact Sheet and Analysis: The Bipartisan American Affordability and Jobs Act of 2026
The Bipartisan American Affordability and Jobs Act of 2026 (BAAJA) supports policy certainty needed to unlock private capital, strengthen grid reliability, and protect families from rising energy costs. As households and businesses face rate hikes and developers deal with regulatory uncertainty and permitting delays, the introduction of BAAJA represents a meaningful compromise that addresses greater efficiency and certainty for permitting, along with the critical need for transmission expansion and interconnection queue reforms.
ACORE’s permitting reform resources include a fact sheet on the benefits of BAAJA and an analysis of BAAJA’s provisions.
The analysis of BAAJA provisions identifies areas of alignment between ACORE’s 2025 permitting reform recommendations and key provisions from BAAJA. In November 2025, ACORE published its 2025 Permitting Principles and Policy Recommendations, outlining in detail ACORE’s priorities for a permitting bill should one be released before the end of the 119th Congress. ACORE prioritized five overarching principles to guide policymakers toward sensible, bipartisan reform: predictability, accountability, efficiency, transparency, and stakeholder input. These resources identify areas of alignment between ACORE’s original recommendations and key provisions from BAAJA.
