Quinn Parker has over 16 years of professional experience spanning regulatory finance, analytics, program research, design, planning, and strategic implementation. She is the Founder and CEO of Encolor, a firm dedicated to people-centered research, facilitation, and strategy. Quinn’s expertise lies in operationalizing equity and helping clients develop thoughtful, outcome-based metrics and indicators. She is a Certified Diversity Professional and a Lean Six Sigma Green Belt, holding an MBA from California State University, Dominguez Hills, and a BA from Loyola Marymount University.

An experienced trainer and facilitator, Quinn has delivered workshops virtually and in person across the country for organizations and conferences including AESP, Energy Thought Summit, MEEA, and NASEO.

In addition to leading Encolor, Quinn serves as Executive Director of The Shared Space Project and sits on the boards of ACEEE and AESP. Her work has been recognized with awards including MEEA’s 2025 Energy Equity Champion and AESP’s 2023 Member of the Year.
