Siting & Permitting Reform

ACORE promotes policy reforms that improve the permitting process to accelerate the growth of U.S. clean energy and upgrade and expand transmission infrastructure.

The expansion of clean energy and transmission can enhance reliability, lower energy costs, and achieve meaningful carbon reductions as we face a dramatic growth in the demand for electricity. A key barrier to such infrastructure expansion is the often lengthy permitting process that includes compliance with the National Environmental Policy Act (NEPA) and subsequent litigation from project opponents.

ACORE supports reforms that reduce permitting barriers, while maintaining bedrock environmental protections and strengthening community engagement, including avoiding duplicative environmental studies, providing targeted exceptions for actions that do not cause adverse environmental impacts, creating reasonable time limits for both studies and requests for judicial review, and ensuring sufficient resources for permitting agencies. Additionally, streamlining the Federal Energy Regulatory Commission’s backstop siting authority for interregional transmission is an important measure.
