Executive Meeting: Refining Renewable Priorities for Climate Policy and Assessing Impacts on Power Markets

ACORE’s Executive Meeting will convene a limited audience of members, electricity buyers, financiers, and grid operators the afternoon before the Renewable Energy Grid Forum. Discussion will focus on refining the renewable energy agenda in the context of emerging federal climate policy proposals and assessing the potential impacts of such proposals on state policies and western power markets.

This session will address the following topics:

  • Assessing how renewable energy finance and deployment would be impacted by Federal climate policy proposals under discussion in Congress and on the Presidential campaign trail, including carbon pricing, a national renewable electricity standard (RES), and a new technology-neutral tax credit
  • Examining how various climate proposals would complement ongoing aggressive state climate and renewable energy efforts
  • Identifying impacts on renewable integration, with emphasis on how the expanded Western Energy Imbalance Market (EIM) might support such policies and facilitate renewable energy growth

Renewed focus on federal climate proposals raises fundamental questions regarding the impacts of such policies as carbon pricing, a technology-neutral tax credit, and an ambitious national renewable energy standard on renewable energy finance and deployment. This discussion will help identify climate policy approaches that most effectively advance renewable growth, assessing:

  • Impacts on finance and deployment
  • Interactions with power markets and diverse state policies
  • Related considerations associated with reliability, transmission and stranded costs

In response to climate policy efforts and increasing demand for renewables, power markets will need to reliably balance high penetrations of wind and solar generation. New bulk power services like the Western Energy Imbalance Market help lower power prices while enabling greater renewable energy penetration across different service territories. This panel will discuss the potential for broader participation in the EIM to enable further renewable energy deployment, including more specifically:

  • Options to open EIM participation to IPPs
  • Other approaches to promote renewable growth across the EIM
